Latest open artifacts (#24): Motif-3, GLM-5.3, Hy4-preview and open model licenses

Zhipu released GLM-5.3 under a custom license, dropping the MIT terms that covered GLM-5.2 and earlier versions. Under the new clause, a licensee or affiliate running a Model as a Service business whose combined revenue exceeds 10 billion US dollars (or equivalent) over any consecutive 12 months must first pass a security review by Z.AI before using the software, or derivative works, for any commercial purpose. The review's scope and method are left to Z.AI to determine reasonably. The license appears in English and Chinese, and the Chinese text uses the term for affiliated parties, which carries a definition in Chinese law; the English version does not define affiliates, adding uncertainty.
The license shift sits within a broader split in 2026: Google and Meta moved to Apache 2.0, while frontier Chinese labs tightened terms. Kimi K3 requires commercial agreements for inference or fine-tuning services, and MiniMax M3 requires agreements above a revenue threshold plus prohibited use cases. DeepSeek's V3 had a custom license before R1 adopted MIT.
The issue also lists other open artifacts. Motif-Technologies released Motif-3 under an MIT license, following Motif 2.6B and Motif-2-12.7B. dots-studio, tied to RedNote/Xiaohongshu, released dots3-note-prev, and dots3 reportedly won IMO 2026 with a perfect score using an internal harness. Qwen's Qwen3.8-Flash-Next preview is a 125B-A6B model with 51B n-gram embeddings, using GDN and Qwen Sparse Attention. GLM-5.3-Flash from zai-org was first offered free as a stealth model named Ox-Alpha on OpenRouter and OpenCode, prompting speculation about its creator and size. Tencent's Hy4-preview is described as competent but currently prone to overthinking. NVIDIA's Nemotron-3.5-Lightning-30B-A3B-BF16 update brings performance and speed improvements.
