Initial access is staged for government and national cyber authorities hardening public-sector networks and citizen services; critical infrastructure operators in healthcare, telecommunications, energy and financial networks; and core technology platforms whose software foundations affect millions of downstream users.

Participating organizations must agree to strict operational standards, including limiting access to employees within internal cybersecurity, incident response or penetration testing teams, and deploying protections such as multi-factor authentication. Google says there are more than 650 participating partners globally. The program is to evolve alongside partner and user needs, with Google adapting offerings and expanding partner access while balancing open access and security.

While Gemini 3.8 Flash Cyber access is prioritized for Fairwind Program customers, any Google Cloud customer can use CodeMender with publicly available models hosted on Gemini Enterprise Agent Platform, alongside solutions offered through AI Threat Defense.

Google also cited its broader cybersecurity commitments through Google.org, bringing total funding to more than $100 million globally. It released its 2026 Google.org US Cybersecurity Impact Report, which details $36 million in funding for 35 cyber clinics to date, providing free, hands-on security support to over 1,250 hospitals, public school districts and municipal utilities in the U.S.
